Attendees: Ralph O’Dell – Chair, Ted Mitchell – Secretary,
Helen Schoppmeyer, Jim Pritchard, Clayton Wood

Absent: Merrill Vaughan, Paul Metcalf

1. Call to Order: 7:06 pm

2. Approval of April 14,2014 Minutes
Motion to Approve Clayton, Second Helen
One change: Item 5, 6th line, change to “and CIP should
be used as an aid by Budget Committee,”
Approved: 5-0

3. Visit to Senior Housing Facilities:
– Rolling Green; Meet at town hall, 9 am, Saturday,
May 10, 2014
– Epsom Facility afterward
– Will create list of facility features Master Plan Committee
would like included in Master Plan Elderly Housing
– Zoning Ordinance should be very specific as to what is
acceptable features for elderly housing

4. Master Plan Committee Flow Chart:
– Motion to Approve Ted, Second Clayton
– Approved 5-0

5. Town Water, Sewer and Sewer Treatment:
– May not have water across Rt 28 at Loudon Rd
Ralph checking into it
– Background Treatment Information:
+ 400,000 gallon capacity (can’t use over 80% of
Capacity – 20% in reserve in case of major flooding)
+ Average use is 250,000 gallons (actual sewage is
approximately 175,000 gallons. Many residents
using sump pumps pump water into sewer system,
illegally)
– The established estimate of use is 100 gallons of waste
per person per day
– Current capacity of plant can accommodate 1000 more
residents
– 3 pumping stations, one treatment facility
– Need to know amount flowing through each sewer line
so Planning Board and Zoning Board of Adjustment
know where in town development can be approved that
will not require increase in infrastructure thereby not
affecting taxpayers. Cara, town assistant administrator
Should be able to provide this information

– Need Ron Vien, manager of treatment facility to attend a
future Master Plan Committee to discuss waste water
treatment

6. Do Master Plan Committee members need to be sworn in?
– RSA 42, Section 1 states when members of boards and
committees must be sworn in
– Jim will check into this

7. Letter of Resignation, Merrill Vaughan, as of April 28, 2014
– Accepted
– Letter of appreciation will be placed on website and The
Suncook Valley Sun
