MEETING MINUTES OF TUESDAY JANUARY 15, 2013

CALL TO ORDER

Call to order at 6:00 P.M. by Linda Small, Vice- Chairman at the Pittsfield Middle/High School, Lecture Hall, 23 Oneida Street, Pittsfield, NH 03261.

MEMBERS PRESENT

Linda Small (LS), Vice-Chairman, Gerard LeDuc (GL), Eric Nilsson (EN),
Paul Skowron (PS), Town Administrator and Delores Fritz, Recording Secretary.

MEMBERS ABSENT

Larry Konopka (LK), Chairman and Paul Rogers (PR).

Selectwoman Small: This is a meeting for the purpose of offering an opportunity for questions to be answered concerning the AHG Subdivision. With us tonight are Laura Spector-Morgan, one of the Town’s attorneys, and Matt Monahan from the Central NH Regional Planning Commission. It is the Selectmen’s intention that they will answer the questions that have been previously submitted in writing.

Before we start, I want to remind everyone that this subdivision was conditionally approved in 2007 both by the Planning Board and the Zoning Board. That approval was appealed, and both the Trial Court and the Supreme Court affirmed the approval. The only remaining issue before the Town is whether the conditions of approval have been met, and that is what the Planning Board has been working on since May of last year.

In addition, the Board of Selectmen has not yet voted to issue Building Permits pursuant to RSA 674:41. It will be considering that issue in the upcoming months.

We know that emotions are running high about this application; however as always we expect everyone will be calm, orderly and respectful. There will be no Board member input. There will be no public input.

I understand that Laura and Matt have reviewed the questions, have broken them into several categories, and are prepared to address them, so I will turn this over to them.

Atty. Laura Spector-Morgan: We have gone through the questions, and there are several repetitions, so I will go through them categorically. I will try to answer the legal questions and Matt Monahan on other matters.

Matt Monahan, Central New Hampshire Regional Planning Commission: The Planning Board requested that we review this and advise what is left to be done.

We compared the plans from 2008 and the 2012 plans and some changes have been made.

Linda Small: If there are any other questions that you would like answered, please submit them in writing to the Town Administrator. Hopefully, we can get an answer to your questions.
