MEETING MINUTES OF TUESDAY, JUNE 9, 2009

CALL TO ORDER

Call to order at 5:31 P.M., by Linda Small, Chairman.

MEMBERS PRESENT

Linda Small (LS), Chairman, Ed Vien (EV), Vice-Chairman, Larry Konopka (LK), Denise Morin (DM), Paul Skowron (PS), Town Administrator, and Delores Fritz, Recording Secretary.

AGENDA REVIEW

(EV) Account for Fire Victims; (LS) Fire Chief Briefing, Motorcross, Planning Board and Police Association – DARE Vehicle; (PS) One Non-Public.

NEW BUSINESS

APPLICATIONS AND WARRANTS

(DM) Motion to approve Accounts Payable and Check Manifest. (LK) Second. Carried 4-0.

(DM) Motion to approve Payroll and Direct Deposits. (EV) Second. After Discussion: Carried 4-0.

Discussion: (LS) noted that she has added up the overtime for Police Department (20 hours) and there is significant overtime and Highway Department (19 hours) as well. (PS) related that he was aware of the Ambulance and some of the hours for PD. He noted that Highway Department has been doing street cleaning at night. (PS) to check on it.

NON-PUBLIC SESSION

(LK) Motion to go into Non-Public Session per 91-A:3 II (a). (DM) Second. Carried 4-0. Individual members of the Board were polled and all agreed.

Board went into Non-Public Session at 5:35 P.M.

Board returned to Public Session at 7:18 P.M.

(DM) Motion to seal Non-Public Session Minutes of June 9, 2009. (EV) Second. Carried 4-0.

OTHER

1. Highway Department

(LK) The Highway Department, at their request, is now working four ten-hour days per week. Why is there overtime for that department? (PS) to check on need for overtime.

Board agreed that (PS) would forward Memo to all Department Heads that no overtime would be permissible unless absolutely necessary and approved by Town Administrator. BOS will be reviewing all overtime. (PS) to do Memo to this effect to be reviewed at next Board meeting – June 16, 2009.

2. D.A.R.E. Vehicle

Board briefly discussed the request for use of the D.A.R.E. vehicle at a recent event this past weekend in Chichester. The vehicle was not used due to insufficient time for approval of use.

3. Welfare Department

The Welfare Department will be open approximately 20 hours per week per Diane O’Callaghan’s schedule. This will be re-evaluated in the future if necessary.

APPLICATIONS AND WARRANTS CONTINUED

1. 2009 First Half Property Tax Warrant

(EV) Motion to approve 2009 First Half Property Tax Warrant in the amount of $4,109,132. (DM) Second. After Discussion: Carried 4-0.

(LK) I would like to see a monthly report from the Tax Collector. (PS) to acquire sample reports that can be used for this purpose.

4. Account for Fire Victims

(EV) As a private citizen, I have had discussions with two banks in town in regard to starting an account for the fire victims and they are both agreeable. I have requested that the Police Department secretaries administer the accounts which they have now agreed to. The information will be noted in the newspaper and on Channel 9. Board discussed utilizing various individuals to decide and disperse funds accordingly. Bank members, ministers, Welfare Department representative and other such individuals will be asked to be the determiners for this account. (EV) noted that, for now, he would just be the “signature” on the account.

5. Planning Board

(PS) To date, we have received no notice from the Planning Board on their findings regarding the five versus seven member board. This will be on the Agenda for next week.

(EV) noted that the NHRPC has offered to conduct “Roles and Responsibility” workshops which might be helpful to the Planning Board. (LS) This would be a positive thing. (LK) Also, both boards should be encouraged to utilize the Building Inspector as an advisor. The Planning Board and Zoning Board are key ingredients in the Town’s future. (PS) will contact both (EV) and (FH) to see if determination can be made as to mutual date for something like this to occur covering both boards.

6. Motorcross

(LS) noted that for the past four years on Daroska Road dirt bikers gather early in the morning as has been their past practice to raise money for Cystic Fibrosis. “I believe that this is organized by Fish and Game.” Various individuals have contacted me about this because of the early hours and the noise. I contained Sgt. Cain to ask what we could about this and his response was “Nothing.” They are legally licensed vehicles. It would be nice if BOS was given the courtesy of being advised as to this event. (PS) to follow-up.

7. Briefing – Fire Chief

(LS) I have talked to the Fire Chief and in the near future he will be coming in to update the Board on the recent apartment fire. (PS) will check with Chief Johnson and schedule accordingly. (EV) noted that Fire Department and Police Department were sensitive to people’s needs during this occurrence. “A job well done.” Board briefly discussed the Concord Monitor’s article regarding the fire.
