March 12, 2014

1. Meeting opened at 5:36.

2. Attendees: Ted Mitchell (TM), Lyn Roberts (LR), Linda Small (LS), Paul Sherwood (PSh),
Susan Muenzinger (SM), Ellen Barbasso (EB), Donna Ward (DW) and Paul Skowron (PSk).

3. Public Attendees: Brad Sh (Rustic Crust CEO), Doug Troy (Rustic Crust COO) Larry Konopka
(Selectman), Al Douglas (Selectman), Helen Schiff (SVRDC), Bob Legg ( ), and John Reagan
(Senator)

4. Minutes for February 26, 2014 were accepted and approved.
Minutes for March 7, 2014 were accepted and approved.

5. Rustic Crust
A.TM gave Brad a packet of information to help with rebuilding (eligible for 162N)
B.Tax Relief 79E does not include the area where Rustic Crust is located
1. LS said she will bring it up at Selectmen’s meeting to extend the area to the old weaving
factory building
2. Will need to have a public hearing after that
C. They are looking to get a loan from CRDC
D. They will be paying full time employees (those employed since January) until they can
start up again.
E. Will be able to get temporary space at AMENICO.
F. Waiting for approval from insurance company before rebuilding on site
G. If they build using same footprint they will not have to go before Planning Board
H. If footprint is larger they will have to go through a site plan review.

6. Discussion about extending the tax incentive zone area for 79E
A. Extend past old weaving factory building include High Street
B. Decided to stay with original proposal, will make exceptions as needed.
C. Paul Sherwood made a motion to change the tax incentive zone map to include the area along
Barnstead Rd which is indicated by the proposed expansion of revitalization tax relief zone
(as outlined by the blue dotted lines on the Tax Incentive Zone map.)
D. Susan Muenzinger seconded the motion, all were in favor of the motion.

7. Property on Elm Street
A. Lyn Roberts, Jesse Pacheco, Carol Dodge, and Clayton went to examine the property
B. It will need substantial upgrade to meet current building codes for office space
C. Can be grandfathered for manufacturing-but will have to go before Planning Board with a site
plan review
D. Can be donated to a non-profit, tax credits would go to the donor
E. If the town and the state put up money for renovation it could be used as an incubator for
start-up businesses
F. TM will send a letter to Kentek indicating that the town and the SVRDC could not at this time
accept this property as a donation.

9. Definitions for land use need to be revised for areas in town
A. Some parcels have two different zones-it can be confusing
B. The state has land use RSA’s, Paul Skowron will bring them to the next meeting.

10. Lyn Roberts and Ellen Barbasso gave a summary of the All Chairman meeting for March 5, 2014

11. Next All Chairmen meeting will be April 9, 2014 at 6:30 (the same night as the EDC meeting)

12. Next EDC meeting will be April 9, 2014 at 5:30 P.M.

13. Meeting closed at 6:54 P.M.
