Item 1. Call to Order
Meeting of the Pittsfield Zoning Board of Adjustment called to order at 7:07
P.M. by Ed Vien, Chairman
ITEM 2. Roll Call
Members Present: Ed Vien (EV), Chairman, Susan Muenzinger (SM), Vice-
Chairman, Paul Metcalf, Sr. (PM), Jesse Pacheco (JP), Carol Dodge (CD).
Members Absent: Larry Federhen (LF), Alternate, Dave Simpson (DS),
Alternate.
There is a full Board present tonight. Alternates Larry Federhen and Dave
Simpson are absent.
ITEM 3. Public Hearing with respect to an application for a Variance
filed by George E. and Roselyn Brackett, Clough Road, Pittsfield, NH
03263 (Tax Map R-11, Lot 7). This property is owned by George E. and
Roselyn Brackett, 192 Rochester Road, Northwood, NH 03261. This
property is located in the RURAL Zone.
(EV) Due to a death in the family this hearing will be continued.
(PM) Motion to continue hearing to June 14, 2007 at 7:00 P.M. (SM)
Second. Unanimous 5-0.
ITEM 4. Public Hearing with respect to an application for Equitable
Waiver of Dimensional Requirements filed by Sarah Baumgratz of 490
Loudon Road, Pittsfield, NH 03263 (Tax Map R-37, Lot 11) for a two-lot
subdivision. The property is owned by Sarah Baumgratz. The property is
located in RURAL Zone.
(EV) After going over this application there are a couple of issues regarding
the Equitable Waiver of Dimensional Requirements. How did you acquire
this application? Ms. Baumgratz related that she had come into the office
and Building Inspector had given her the application and helped her fill it
out. (EV) What you need to file an application for is a frontage Variance.
We apologize for your not receiving the correct application. Also abutters of
Tax Map R-37, Lots 36 and 37 were not notified. (EV) relayed to applicant
how abutters are determined. Ms. Baumgratz related she is unfamiliar with
the process and did not who abutters should be. She related that Building
Inspector had related to her that abutters across the street are not really
abutters and only those that were beside and behind her property.
(SM) Motion to deny application due to filing of incorrect forms. (PM)
Second. Unanimous 5-0.
(SM) Motion for Town of Pittsfield to accept costs for abutters to be
renotified. (CD) Second. Unanimous 5-0.
ITEM 5. Public Hearing with respect to an application for a Special
Exception filed by Carl and Valerie Anderson of 412 Catamount Road,
Pittsfield, NH 03263 (Tax Map R-23, Lot 10) for a detached garage to
house a home occupation of small animal/pet cremation. The property is
owned by Carl and Valerie Anderson of 412 Catamount Road, Pittsfield, NH
03263. This property is located in the RURAL Zone.
Carl and Valerie Anderson, Christine Voss, and Earl Ware, Solid Waste
Facility were present.
Mr. Anderson related that he resides on Route 107 and his lot consists of
four acres including an existing house, existing bar, and he would like to
construct a one car detached garage which would house the cremator. He
related that this small animal cremator would be 4 feet long x 30 inches in
diameter and would contact an afterburner as well. It is manufactured by a
company in Iowa and there is no smell nor smoke. He related that it can
accommodate animals up to 200 lbs per hour and up to 1,000 lbs per week.
The State would require a permit for anything over this amount. (PM)
inquired whether anyone else provides this type of service in the area. Mr.
Anderson related that there is a crematorium in Concord, which does human
remains He related that all veterinarians use this type of service.
