MEETING MINUTES
TOWN OF PITTSFIELD
HOUSING STANDARDS BOARD
Town Hall, 85 Main Street
Pittsfield, New Hampshire
NOVEMBER 21, 2005
Present – Fred Okrent, Dave Simpson, Stan Bailey and Bill Elkins, HSA Board, were present. Doug Cheney, HSA Inspector was also present.
Meeting opened at 7:00PM at the Town Hall.
1. Meeting Minutes – A motion was made to approve the August 22nd minutes as written by Dave Simpson, seconded by Fred Okrent. Motion passed 4 to 0. A motion was made to amend the October 17th minutes to refer to the September work session instead of the September meeting by Fred Okrent, seconded by Dave Simpson. Motion passed 4 to 0. A motion was made by Fred Okrent to approve the October 17th minutes as amended, seconded by Dave Simpson. Motion passed 4 to 0.
2. Inspector’s Report – Doug Cheney spoke about a condemnation order that was issued by the Deputy Health Officer at 46 Chestnut Street Apt. 4. He also spoke about a letter from Rose Judd, a situation with a clogged sink at 32 Main Street, and an issue with junk cars at 2 Depot Street. Doug asked the Board how he should handle a boiler problem at 32 Main Street. The Board felt that he should speak with Nick Abell about it. Doug informed the Board about an incident from the previous week where he had been threatened. The matter was referred to the Police Department. Doug read letters from White Cap Property Management and one that was sent to a place on Park Terrace.
3. Public Input – Tom Marston stated that he thought Doug was doing a good job as inspector.
4. Doug spoke about placarding Marshall Court and working with welfare on identifying problems.
5. New Business – The Board discussed making Doug Cheney the HSA Administrator and what the pay for the position would be. The Board decided to get hard numbers for the December meeting before deciding on a pay rate. Dave Simpson requested that the members get NFPA 1 code books. A motion was made to buy six NFPA code books for the Housing Standards Agency by Dave Simpson, seconded by Fred Okrent. Motion passed 4 to 0. Dave Simpson requested that members bring proposals for amendments to the HSA Ordinance to the December meeting.
6. Old Business – none.
7. Fred Okrent motioned to adjourn at 8:04PM, seconded by Dave Simpson. All in favor, motion passed. Meeting adjourned.
