MEETING MINUTES OF TUESDAY, OCTOBER 13, 2015 CALL TO ORDER

Call to order at 5:30 P.M. by Eric Nilsson, Chairman

MEMBERS PRESENT

Eric Nilsson (EN), Chairman, Albert Douglas (AD), Vice-Chairman, Gerard LeDuc (GL), Nicholas Hayes (NH) Sandy Wingate (SW), Town Administrator, and Delores Fritz, Recording Secretary.

MEMBERS ABSENT Denis Beaudoin (DB). PUBLIC INPUT

Adam Gauthier: At the last meeting you mentioned paving the Depot Street lot is there money in the budget for that? (SW) There is money in the general budget and we have a good bid for it. We do have other lots that we would like to pave but those are not out to bid yet and we do not have the specs yet for those.

Adam Gauthier: A couple of meetings ago, you noted that the State owns the roads and the Town owns the sidewalks. On Catamount,, could we get some NO PARKING signs up? People are parking on the sidewalks. (EN) I am unsure as to whether we can put up signs on State roads. Adam Gauthier: People are parking on the sidewalks. (EN) Town Administrator and Police Chief can get together on that and address the issue.

  1. Town Administrator Contract

(EN) This will be addressed at the next Board meeting.

  1. Update on Town Hall Safety Upgrades and Use of Basement (SW) This can be addressed by Cara Marston, Administrative Assistant.

Cara Marston: This goes back to when Nick Abel!, Acting Fire Chief. Because of the Food Pantry access on weekends and the absence of locked doors and alarm setting, Larry Konopka (Chairman, Board of Selectmen at that time) and myself were being called to remedy these situations, and it has evolved for a period of approximately three years. (EN) Last year everything was finally put in place. Cara Marston: The leak in the Men’s Room also delayed this.

  1. Budget – Fire and Police Departments

Fire Department (Page 17): Fire Chief Robert Martin and Denutv Fire Chief Peter Pszonowskv were present.

Board and Fire Chief Martin reviewed the proposed budget in particular: Officers’ Training (Line 267), Secretary (Line 270), Dues and Subscriptions (Line 291), Apparatus Repairs & Maintenance (Line 302) and Software Maintenance Services (Line 334). Trash Removal (Line 340) was changed

(EN) Motion to approve Line 340 Trash Removal for $600. (AD) Second. Carried 4-0.

Fire Chief Martin and Deputy Fire Chief Pszonowskv left meeting at 5:43 P.M. Police Department (Page 17):

Police Chief Jeffrey Cain was present. Board and Chief Cain reviewed the proposed budget in particular‑

Bulletproof Vests (Line 200): Chief Cain: This is covered under another line in the Budget.

Health Maintenance (Line 201): This is yet to be determined.

Contract Services (Line 202): This is a new line addition to Budget and covers transcription services.

Hiring Expenses (Line 203): It was explained that a grant was just approved for hiring one full-time and one or two part-timers and will cover some of the mandates required for hiring.

Overtime (Line 216): This line covers holiday pay, vacations and Court time. We are also looking at one additional officer. There are still holidays left and though Chief Cain related “I am trying to be frugal it is still at $41,456 and this is only October.”

Training (Line 233): In the past the Academy has been funded by Penalty Assessments which are currently down. The State will still be offering the same training but will now charge for the course. We do not have the exact costs yet. Also, every officer is required to have eight hours enhanced training per year.

Gasoline (Line 245): We will be eventually be replacing vehicles with more efficient equipment and it looks like those efforts are working compared to past years. It is dependent upon gasoline prices.

(GL) Motion to approve Gasoline (Line 245) for $24,000. (NH) Second. Carried 4-0.

Cruiser Maintenance (Line 240: Currently we have three vehicles with warranties which is 5 years/125 T miles and in the future vehicles will have service contracts attached to the purchase price. If all vehicles were under warranty, this line would reflect that.

 

Trash Removal (Line 256):

(EN) Motion to approve Trash Removal (Line 256) for $600. (AD) Second. Carried 4-0.

Department Supplies (Line 263): This line will be increased with the fourth quarter expense purchase of ammunition.

Capital Outlay (Page 34, Line 565):

(EN) Motion to approve Capital Outlay Line 565 Cruisers for $88,330. (AD) Second. Carried 4-0.

Animal Control Officer

(AD) Motion to approve Animal Control Officer for $13,511. (GL) Second. Carried 4-0.

  1. Discussion Concerning Fire Department Personnel (EN) This will be addressed at next Board meeting. INFORMATION ITEMS
  2. Utility Partners’ Monthly Manager’s Report Dated 10/7/15 (SW) Board members have a copy of the written report.
  3. Status of Demolition Plan for 42 Chestnut Street Property

(EN) The deadline will be the end of the month. The FEMA Grant will be

submitted the end of the month and we will have the hazardous waste report in two weeks.

  1. Sansoucy Contract for Utility Appraisals Update (SW) To date, I have heard nothing from Mr. Sansoucy.
  2. Avitar Assessing “Internet Kiosk” Contract Update

(SW) I have contacted Avitar and suggested a contract cost of $500 rather the $1,900. I have not received an answer yet.
