Motion to enter Non-Public Session made by Eric Nilsson per RSA 91-A:3 II (a) – The dismissal, promotion or compensation of any public employee or the disciplining of such employee or the investigation of any charges against him unless the employee affected: (1) Has a right to a meeting, and (2) requests that the meeting be open, in which case the request shall be granted. Second by Gerard LeDuc. Carried 5-0.

The Board entered Non-Public Session at 8:46 P.M.

GENERAL DESCRIPTION:
Town Administrator noted that Union negotiations have now been scheduled with AFT.
In regard to a recent Union matter, Beth Deragon was contacted directly which was suggested could be a procedure used in future instances. Board was polled and to determine if this would be a viable solution for future matters involving the Union (1-LK) to 4). Ultimately Board decided that communication pertaining to any Union matters should be through Town Administrator.

It was suggested that possibly a Board member could work with Paul Rogers to assist in his complying with Building Codes as discussed at Zoning Board meeting. Chairman polled Board as to this suggestion (1-LK) to 4) which resulted in Board not being agreeable to this solution.

NOTE: RSA 91-A (III) – Minutes of proceedings in non-public session shall be kept and the record of all actions shall be promptly made available for public inspection, except as provided in this section. Minutes and decision reached in non-public session shall be publicly disclosed within seventy-two (72) hours of the meeting, unless, by recorded vote of 2/3 of the members present, it is determined that divulgence of the information likely would affect adversely the reputation of any person other than the members of the Board, or render the proposed action ineffective. In the event of such circumstances, information may be withheld until, in the opinion of a majority of members, the aforesaid circumstances no longer apply.

Shall the Minutes be publicly disclosed? Board agreed No.
MOTION made by Gerard LeDuc and SECONDED by Eric Nilsson to not publicly disclose the Minutes because it is determined that divulgence of the information likely would affect adversely the reputation of any person other than a member of the Board. Carried: 5-0.
