Minutes of Public Meeting

ITEM 1. Meeting called to order at 7:00 P.M.

ITEM 2. Roll Call

Members Present: Rich Hunsberger (RH) Chairman, Gerard Leduc (GL) Vice Chairman, Larry Konopka (LK), Selectman Ex Officio, Fred Hast (FH), Robert Elliott (RE) Arrival at 7:22 P.M., Daniel Schroth (DS), Alternate, Tom Hitchcock (TH), Alternate, and Delores Fritz, Recording Secretary.

Members Absent: Marilyn Roberts (MR) and Daniel Greene (DG).

Daniel Schroth and Tom Hitchcock were seated on the Board.

ITEM 3. Approval of Minutes of October 2, 2008

(DS) Motion to approve Minutes of October 2, 2008. (GL) Second. Carried 6-0 (LK) Abstain.

ITEM 4. New Business

(RH) UNH has requested we participate in a water and sewer survey. I do not think we should fill out this survey as we do not have the resources to complete the survey. After review, Board agreed.

We also have a letter from Brown Engineering in reference to purchasing GPS system. This Board has no interest in topographic view and would not use it. It would be foolish to spend money for this program and we would not use it.

Building Inspector has submitted a Site Plan Review application, which is used in Dunbarton. This application centers on the ordinances with a checklist that would be mostly utilized by BI. I do not see it being helpful. Board agreed.

Board reviewed an information sheet that had been submitted by an applicant and agreed that it would be a good informational sheet. Board discussed the possibility of inserting approval for Site Plan Walk into application for Site Plan Review so that property could be viewed prior to the actual public hearing. Board agreed that this information sheet could be helpful to all Boards for all applications.

Board noted that the posting for the upcoming public hearings should be run in the Sun for several weeks. Board agreed it should be advertised in Sun on October 29th, November 5th, and 12th. (RH) to call the Sun and advise. This ad is currently being advertised in the Sun, Website, Channel 24, Town Hall and Post Office Bulletin Boards.

(RH) noted that there is an Impact Fee Workshop coming up. Board agreed that this is something they would discuss in the future.

ITEM 5. Selectman’s Report

(LK) noted that the Board of Selectman and Department Heads have been working to keep the budget level funded. All the Department Heads have been working hard at this attempt. Dee will be out on medical leave until December. Donna Keeley will be filling in for Dee for BOS. If someone cannot be found for ZBA and PB it will probably be up to the Alternate to do Minutes.

We are continuing to advertise for Building Inspector. Deadline is October 21st. (FH) Is it going to be mandatory that the BI be in attendance at the PB and ZBA hearings? (LK) As far as I know, “Yes.” (FH) questioned how many applications have been submitted? (LK) Two. (FH) If the current BI is one of the applicants, he has a conflict on Thursday nights.

ITEM 7. Members Concerns

(DS) noted that the Master Plan Committee continues to talk about the “Quonset Hut State property.” They want to let the State know that Pittsfield is interested in the property. They see this property as “Park’N’Ride.” (RH) noted that he would rather see it as commercial property. It is a good piece of commercial property which can generate revenue through taxes. It is not up to the Master Plan to say what property Pittsfield is interested in. I think they are overstepping their bounds. (FH) reminded Board that the State Departments have first refusal and then Town.

ITEM 8. WORK SESSION

Board reviewed and made several small changes to the Proposed Zoning Ordinances Changes.

ITEM 9. Public Input

ITEM 10. Adjournment

(GL) Motion to adjourn. (LK) Second. Carried 7-0. Meeting adjourned at 8:15 P.M.
