MASTER PLAN COMMITTEE
MINUTES
APRIL 14, 2014

Attendees: Ralph O’Dell – Chair, Ted Mitchell – Secretary,
Helen Schoppmeyer, Jim Pritchard, Clayton Wood
Paul Metcalf

Absent: Merrill Vaughan

1. Call to Order: 7:07pm

2. Approval of February 10, 2014 and March 10, 2014 Minutes
One change to March 10th minutes…changed “Jim Pritchard
as a member” to “Jim Pritchard as a regular member”

3. Discussion of Properties Suitable for Elderly Housing:
– There are many land-locked properties these aren’t useable
– Charrette area is not in the flood plain, therefore is most
suitable. When public works moves to the town pit
Parks and Recreation wants to use the old building.
This would work well with elderly housing nearby.
They could use the swimming pool and recreation center.
That area is zoned light industrial/commercial so would
need to be rezoned
– Only property next to Rt 28 with sewer and water is the
Old medical building on Loudon Rd.
– Funeral Parlor may be used with renovations

4. How Do We Get Started with Elderly Housing?
– Premature to discuss, but assistance is available through
+ Community Assistance Program Belknap &
Merrimack Counties, Inc. (CAP)
+ Concord Area Trust for Community Housing (CATCH)
– Need is for age 62+
– Zoning definition of elderly needs to be changed to
Reflect it as 62+
– No extra burden on emergency personnel. Having elderly
In one facility saves time, gas, wear on equipment
-The Senior Housing Article 23 passed by town is poorly
Planned and must be revisited and changed so it can work

5. Discussed Master Plan Committee Flow Chart
– Must have Master Plan document as central
– Must have connection with Conservation Commission,
Parks and Recreation and Selectmen
– Must have connection to Capital Improvement Plan (CIP)
and CIP must have input from Budget Committee,
Board of Selectmen and School Board
– Clayton will work on draft of flow chart and disseminate

6. Discussed adhoc Building Assessment Committee set up
by Master Plan Committee
– Have visited Fire Station, School, Public Works, Town Hall
Only have to schedule visit to Police Station
– Once Police Station has been visited will send letter to each
department to get formal reply has to deficiencies

7. Need to visit Senior/Elderly Housing Facilities; Rolling
Green, Epsom’s, and Pembrook’s
– Will visit Epsom and Rolling Green on Saturday, May 10th
