MASTER PLAN COMMITTEE MINUTES
FEBRUARY 10, 2014

Attendees: Ralph O’Dell – Chair, Ted Mitchell – Secretary,
Helen Schoppmeyer, Jim Pritchard, Clayton Wood
Absent: Merrill Vaughan, and Paul Metcalf

1. Call to Order: 7:04pm

2. Approval of January 27, 2014 Minutes

3. Senior and Elderly Population Stats (2010 Census):
– 55-64 yrs of age: Increase of 59 for a total of 516 – Up 12%
– 65 + yrs of age: Increase of 66 for a total of 464 – Up 18.6%
– Total for both age groups is 990, just under 25% of total town population

4. Commercial vs. Residential Land/Buildings in town
– Commercial:
Land Valued at 6.2 million
(22.6% of total commercial value)
Buildings Valued at 27.6 million
Total Value: 33.8 million (13.5% of total town assets)
– Residential:
Land Valued at 77.5 million
(55.3% of total residential value)
Buildings Valued at 140 million
Total Value: 217.5 million

5. in Town Senior and Elderly Low Income Housing
– Rolling Green in Pittsfield
This is Section 8 housing
40 Units with rent of $952.00 – renter pays no more than
one third depending on person’s income level
Residents are 62 yrs of age or older, or person is disabled
Corporate owned and managed by Stewart Management
Property valued at 1.6 million

6. Out of Town Senior and Elderly Low Income Housing
– Newly built complex in Epsom and Pembroke
Need to visit and tour facilities to get ideas of what
Pittsfield residents might want a facility in town to be like
First Jim Pritchard will get tax maps of Rolling Green
and these two facilities so we can see layout.
Once tax maps are reviews we’ll come up with questions
to ask when we tour the facilities
After that we’ll set up date/time to visit each complex

7. Zoning Ordinance Changes
– Article 23 that town approved in 2012 must be changed!
replaced. Need article that does not equate elderly housing
with cluster development. Article must also be specific
enough to ensure that proper type of housing is created.

8. Homeless and Mentally Ill People
– Some communities are starting to look at housing
opportunities for homeless and people will mental illness
– We see no need in Pittsfield

9. Summary of Master Plan Survey
– Still need electronic copy from Central NH Regional
Planning Commission

10. Town Building and Services
– All of us should be alert to news items that address new
ways to improve buildings and services (greening of
facilities)
