Town Budget: Supt. of Public Works, George Bachelder, answered questions
on Line 359 Paving and Reconstruction, Line 366 Overtime, and the proposed
new position before we voted on the budgets relating to these items. The
budget committee then went through and voted on the whole Town Budget
starting with Revenues and ending with Waste Water Treatment Plant. See attached
voting results.
! Town Administrator, Mike Williams, spoke about the Waste Water Treatment
Plant being out of EPA compliance in regards to phosphorous levels. The
town will need to come up with an interim schedule of payment ($100,000.00)
to be in compliance. The money may need to come out of user fees, tax payers,
and/or the Contingency Fund. Line 83, Sewer fees, may need to be increased.
The budget committee can not increase any items, in the budget, that
were not brought up at the Public Hearing on February 4, 2015. It could be
brought up at the Town Meeting and have the public debate it and decide.
! Line 5, Executive (p.1), the Town Administrator looked into outsourcing
the payroll if we didn?t fund lines 7-12. Eliminating lines 7-12 would save
$26,693.00. Outsourcing the payroll portion would add $10,000.00 to Line 17
Contract Services. This would make the revised Total Executive Budget down
to $137,492.00 (original budget of $154,185.00).
! Town Administrator, Mike Williams, offered to bring up the idea of an EMS
Night Coverage Study Committee to the Selectmen at their next meeting. A
committee consisting of 4-6 members, two of which would be from the budget
committee, and have them study various options for EMS coverage from
10:00pm- 6:00am.
! The Budget Committee then voted on the Town Warrant Articles. See Attached
voting results. There were questions about Article 10 and Line 492
(p.27) regarding Police Cruisers and Police Cruiser Capital Reserve Fund.
The Town Administrator will get the answers for us and we will vote on Article
Article 3 and Article 10, as well as the Grand Total Operating Budget (p.26)
next week at our meeting. !
Other Business: Our next meeting, February 18, 2015, we will finish voting on
the Town Budget and vote on the School Budget and School Warrant Articles.
If needed, we will meet on Thursday, February 19, 2015 to finish all our budget
work.
