Minutes of Public Meeting

DATE: Tuesday, January 15, 2013

The meeting of the planning board convened at 6:00 P.M. at the Pittsfield Middle High School in the audience of the selectmen’s meeting, which acting chair of the board of selectmen Linda Small called to order at 6:00 P.M.

Planning board members present:
Clayton Wood, member and chair of the planning board;
Pat Heffernan, member and vice-chair of the planning board, and member of the zoning board of adjustment;
Jim Pritchard, member and secretary of the planning board;
Bill Miskoe, member of the planning board; and
Gerard LeDuc, selectmen’s ex officio member of the planning board, and member of the board of selectmen (sitting as a selectman).

Planning board members absent:
Peter Dow, alternate member of the planning board, and
Larry Konopka, selectmen’s ex officio alternate member of the planning board, and member and chair of the board of selectmen.

Other town officials, employees, or contractors present: Laura Spector-Morgan, town attorney; Matt Monahan, representative of the Central New Hampshire Regional Planning Commission (“CNHRPC”); Mike Tardiff, executive director of the CNHRPC; Paul Skowron, town administrator; Dee Fritz, selectmen’s recording secretary; Jesse Pacheco, building inspector; Carole Dodge, member and chair of the zoning board of adjustment (“ZBA”); Paul Sherwood, member and vice-chair of the ZBA; Romeo Dubreuil, member of the ZBA.

Members of the public appearing before the planning board: None.

“Members of the public appearing before the planning board” includes only members of the public who spoke to the board. It does not include members of the public who were present but who did not speak to the board. A large public attended this selectmen’s meeting, but the board of selectmen did not permit the public to speak.

Linda Small said that the selectmen were holding this meeting to answer questions about the Stagecoach Station development of AHG Properties. Linda Small said that the board of selectmen had not yet voted to authorize the issuance of building permits pursuant to RSA 674:41. Linda Small said that the board of selectmen would be considering this issue in the upcoming months.

Town attorney Laura Spector-Morgan and CNHRPC representative Matt Monahan recited prepared statements about the Stagecoach Station development of AHG Properties. Both Laura Spector-Morgan and Matt Monahan were speaking at the request of the board of selectmen. The board of selectmen had requested the prepared statements as the selectmen’s response to questions from abutters that the selectmen had agreed to answer on November 27, 2012.

The selectmen’s recording secretary, Dee Fritz, made notes of the two prepared statements for the selectmen’s minutes.

Acting chair of the board of selectmen Linda Small refused to permit follow-up questions, but she invited the public to submit any follow-up questions in writing to the town administrator. The selectmen will provide answers as soon as they can. Linda Small adjourned the meeting at 6:14 P.M. No one other than Linda Small, Laura Spector-Morgan, and Matt Monahan spoke at the meeting.
