1. Call to Order at 7:06

2. Approval of July 14, 2014 Minutes – Changed Item 11 to

4. Recap of Epsom Elderly Housing Visit

– Space for Snow Removal is Vital. Note: Pittsfield’s
Rolling Green Has Town Remove Snow. We Hope
Rolling Green Pays the Town for the Service
– Jim Will Contact Manager to Set Up Tour of Pembrook’s
Elderly Housing. Will Also Plan for Tour of Belmont’s
Elderly Housing Later On.
– Jim Will Send a Thank You Note on Behalf of the
Committee

5. Discussion of Zoning Article 8: Cluster Development Regs

– Bailey Park Development is Poster Boy for What is
Wrong With the Current Cluster Development Regulations
— Several Lots Not Buildable But Were Developed
— Due to Poor Design Many Lots Not Built On and Only 3
Lots Sold (One is Due to Be Taken By Town: Development
Is Becoming a Tax Burden for the Town)

– Current Article 8:
— Lots – Requirements Waived for Area, Frontage and
Setbacks But Not Building Height. Does Not Have
Specific Requirements Spelled Out for Cluster
Developments.

– Cluster Development Conceptual:
— Must Show Enough Lots Can Be Made From Conventional
Sub-Division Plan On a Class Five Road Within the Shown
Development Site (For Illustration Purposes Only – No
Current Requirement for Class Five Access Road Within
a Development)
— There Are No Precise Measurements
(Actual Site Plan Will Be With Cluster Development
Specifications)

– If We Want Quality Developments We Need STRONG,
CLEAR Regulations and STRONG, DISCIPLINED
Boards

– As a Minimum the New Article 8 Needs to Ensure:
— Class 5 Road Within the Development is Required
— Developers Consider Only USEABLE Land
In Their Total Acreage

Director, Leslie Vogt to Get Information on Elderly

– Newspaper Article on Peterborough Solar Array
