Minutes of Public Meeting

DATE: Thursday, November 13, 2008

ITEM 1. Call to Order at 7:10 P.M. by Gerard Leduc, Vice-Chairman

ITEM 2. Roll Call

Members Present: Gerard Leduc (GL), Vice-Chair, Fred Hast (FH), Marilyn Roberts (MR), Larry Konopka (LK), Selectman Ex-Officio, and Dan Schroth (DS), Alternate and Recorder.

Members Absent: Rich Hunsberger (RH), Chairman, Daniel Greene (DG), Robert Elliott (RE), Tom Hitchcock (TH), and Daniel Greene (DG).

ITEM 3. Approval of Minutes of November 6, 2008

(LK) Motion to approve Minutes of November 6, 2008. (MR) Second. Carried 4-0 (GL) Abstain.

ITEM 4. Review of Public Meeting November 6, 2008.

Board discussed definition of frontage as interpreted by Planning Board as well as definition per Zoning Board.

Cluster Development: Board noted that Table 2 explains frontage for the road. No set criteria for cluster development has been defined. (FH) Any cluster that comes before the Board will be looked at in reference to layout.

(MR) Forestry: Why was it deleted? (FH) There is no criteria for Forestry. The Board decided to include forestry under agriculture. We should leave it as deleted. Board voted to keep as part of agriculture. Carried 4-1 (LK).

Hotel/Motel/Conference Center: Board discussed having it as a Special Exception in Suburban and Rural Zones and allowed in Light Industrial and Commercial, not allowed in Urban Zone.

Board Motion to bring back as originally noted adding Special Exception to allow in Commercial Zone. Carried 3-2.

Marine Facility: Remove from Commercial Zone, otherwise everything else stays the same. Carried 4-0. (FH) Abstains.

Multi-Family Dwelling: Back to the way it was as Special Exception in Urban zone. Carried 5-0.

Recycling Facility: Special Exception in Suburban, Rural, Commercial, and Light Industrial. Variance required for Urban Zone.

Airport/Helipad: Urban Zone – Special Exception, allowed in Suburban, Rural, Light Industrial and Commercial Zones. Commercial Zone requires Special Exception. Carried 5-0.

Medical Center/Hospital: Suburban and Rural Zones require Special Exception. Allowed in Commercial and Light Industrial Zones.
Carried 5-0.

It is noted that Dan Schroth will write a letter to the Zoning Board asking for a definition so the Planning Board may consider having a more precise definition. The ZBA will be requested to submit response to the ten issues at hand. Planning Board would like their input on this.

Page 5 – Structures Exempt from Setbacks: More discussion required on septic, road, and drainage sediment ponds.

Page 10 – Conservation Area: Work “neglect” removed.

Page 12 – Junkyards: Word “frontage” deleted and replaced with “setback.”

Page 12 – Home Occupation: Under d. word “objectionable” removed.

ITEM 5. Public Input

Jim Pritchard asks when these changes will show up. (GL) noted that Planning Board secretary will be back on Monday and hopefully, these changes will be done by the Public Hearing on November 20th.

ITEM 6. Adjournment

(GL) Motion to Adjourn. (LK) Second. Carried 5-0.
