MASTER PLAN COMMITTEE
MINUTES
October 13, 2014

1. Call to Order: 7:23 pm

2. Discussion with Paul Nickerson: Rt 28
A. Redistrict northwest side from Loudon Rd to
Upper City Rd to suburban – Reasoning
(1) The area has always been primarily residential
(2) Property owners within this area will support it
(3) When the town adopted the zoning ordinance in
1988 it was promised to keep this area
residential
(4) Access to Rt 28 from this area is very bad
because it being a controlled access highway
and the difficult terrain

3. Approval of Minutes:
September 22, 2014 – No Changes
October 2, 2014 – Changes “Katie” to “Caite Foley”
Item 2, 3 and 4. Add “in charge of
development” in item 2

4. Visit to Pembroke elderly housing, Rt 3
A. Meet at town hall 8:45 am, October 17th
B. Meet with Carol in Pembroke at 9:30 am

5. Added information concerning Pittsfield welfare
A. Ralph will check with Concord Action Program
To find out how many residents receive assistance
B. Lately one person a week has been requesting help
C. Some work the “system” by moving from
apartment to apartment
D. People have trouble getting jobs due to no car and
no transportation to Concord from Pittsfield and
Back
E. Minimum rent of apartment is $600.00
F. Are there enough computers at the library for
people to search and apply for job? Ralph will
check
G. Ralph will send letter to town churches to see how
much and how many homeless are assisted
H. Section 8 Housing – don’t now how many rental
units are approved
I. Can the Master Plan address any of these issues?
(1) Recommend greater town official
representation at Governor’s Advisory
Commission on Intermodal Transportation
(GACIT) meetings
(2) Push for bus transportation to/from Concord
