MEETING MINUTES OF WEDNESDAY, SEPTEMBER 14, 2011

CALL TO ORDER

Call to order at 3:00 P.M.,

MEMBERS PRESENT

Ed Vien (EV), Chairman, Denise Morin (DM), Vice-Chairman, Fred Hast (FH), Gerard LeDuc (GL), Paul Skowron (PS), Town Administrator, and Delores Fritz, Recording Secretary.

Paul Rogers (PR)

Scott Johnson and Karen Demers, USDA Rural Development, Cara Marston, Town Administrative Assistant, Liz Hast, Town Clerk, and Cindy Houle, Town Treasurer.

GENERAL DISCUSSION

Cara Marston: The Town has now spent $682,601 for the Pittsfield Waste Treatment Facility improvement and we are now closing on our Bond locking in for nineteen (19) years (2030). Interest rate is 4 ¼% with principal payments of $35,900 in September and March.

(PS) This is declining interest over the course of 19 years allowing us to pay less. (DM) So this is not a flexible rate but declining yearly? (PS) Yes.

Karen Demers: On March 16th is the interest and on September 16 it includes the interest and principle.

At this point, all necessary documentation was signed, witnessed, and notarized.

Scott Johnson: Please remember that an A1 33 audit needs to be conducted because of the amount.
